The person can apply for it with the passport application. Else, one can directly raise the request for this certificate with the regional police station.
When you apply it with passport, you should look into the category of countries where you are going to settle. These are a) ECR countries and b) Non-ECR Countries.
· ECR: Those who have passed through 10th grade, you would be eligible to earn the ECR status on their passport. The people of this category do not need to pass through the emigration check on with the immigration office.
· Non-ECR: Those who have graduated from Matriculation or Higher Educational Pass Certificate or have a higher degree, your passport categorises you into the Non-ECR category.

Documents Required for Skilled/Semi-Skilled Workers Who are Going Independently
You need to submit copies of the following documents (originals for cross-checking):
· Original old passport with self-attested photocopy of its first two and last two pages including ECR/Non-ECR page and page of observation (if any)
· Proof of Present Address (in case of change of address)
· Self-attested copy of Employment Contract with foreign employer
· Copy of Valid visa (in case visa is already obtained) along with Official translated visa in English
Documents Required for Skilled/Semi-Skilled Workers Who are Going Through an Agent
· Original old passport with self-attested photocopy of its first two and last two pages including ECR/Non-ECR page and page of observation (if any)
· Proof of Present Address (in case of change of address)
· Copies of Original Employment contract, demand letter and power of attorney from the foreign employer duly attested by the Recruiting Agent (RA)
· Copy of Valid registration certificate issued by the Protectorate of Emigrants, Ministry of Overseas Indian Affairs, Govt. of India.
Documents Required for Unskilled/Women Workers Who are Going Independently
Unskilled workers and women should not be below 30 years of age. They should have all these docs:
· Original old passport with self-attested photocopy of its first two and last two pages including ECR/Non-ECR page and page of observation (if any)
· Proof of Present Address (in case of change of address)
· Duly attested by the Indian Mission or the MEA “employment contract” from the foreign employer
· Official English translation of the valid visa
Documents That You Need to Submit for PCC to Emigrate to NON-ECR Countries
· Original old passport in original with self-attested photocopy of its first two and last two pages including ECR/Non-ECR page and page of observation (if any)
· Proof of Present Address (in case of change of address)
· Proof of applying for Residential Status, Employment (Copy of Employment contract) or Long term visa or for immigration.
